Dr. He Visited Zhengjiang Power Plant

On June 26, 2019, the President of the International China Environment Foundation (IFCE), Dr. He Ping, and two senior engineers of IFCE Strategic Partner-China Construction Power and Environment Engineer Co., Ltd., Li Kun, and Fan Mei, visited Zhenjiang, instructed by Zhenjiang Ecological Environment Bureau. Dr. He, Mr. Li, and Mr. Fan visited the city power factories, discussed with the power plant supervisors about the flue gas treatment.

Dr. He and his team also visited Huadian Jurong Power Plant, Jiangsu Zhenjiang Power Generation Co., Ltd. (China Resources Group), Zhenjiang Hongshun Thermal Power, Guodian Jiangsu Zhenjiang Jianbi Power Plant, and Zhenjiang Dagang Thermal Power Plant. After Zhenjiang City government released the standards of colored plumes treatment in August last year, the power plants have taken active actions to formulate plans. Among them, Zhenjiang Dagang Thermal Power Plant has implemented cooling, condensation, dehumidification and whitening measures on one machine, and the implementation will complete soon.

Dr. He and his team then had a discussion with the heads of power plants in the city and Liu Hao, Director of the environment department in the Eco-environment Bureau. Dr. He introduced the causes of smog, control methods, the IFCE’s pilot program in Xuzhou, and smog-control treatment techniques in detail. The discussion topic included: “Why smog is not cured for a long time”, “effects of IFCE” and “Introduction to innovative technology”. 

Dr. He emphasized the difference of particulate matter emissions standards between China and the U.S. Dr. He stated that the Chinese requirements only cover filterable particulate matter, while the US standard sets requirements on both filterable particulate matter and condensable particulate matter. Since condensable particulate matter is the most important cause of haze, the requirement in the U.S. is more scientific. Dr. He pointed out that the research shows that the current flue gas desulfurization in the power industry generally adopts the wet desulfurization process. Even though the method can effectively control the acid rain, the process causes a large number of condensable particles with a very high particle size to be discharged into the atmosphere, objectively becoming The main source of smog-causing substances. Therefore, in order to effectively control the haze, we must first control the ‘colored plume’ discharged by wet desulfurization. 

The power plant supervisors discussed the technical details with Dr. He, Li Kun, and Fan Mei, saying that they are very eager to help Zhenjiang fight for the blue sky. They indicated that if the provincial environmental protection department can publish an instructive policy document, they would implement off-white projects more effectively, higher officials would be less confused. Director Liu wished Zhenjiang Dagang Thermal Power Plant can play a leading role in the project, to obtain data of condensation after completion of the construction in July. He also implied that there will be an official document released by the provincial government, which will support the dehumidification and de-whitening measures and further reduce the degree of smog pollution. He hoped that IFCE can provide technical support and instructions, especially for condensable particulate matter inspection and other innovative technology support.
