The 2020 International Fund for China’s Environment New Year Reception and Discussions on International Cooperation on China’s Climate and Environment was successfully held in Washington DC on January 28th, 2020. IFCE’s board directors, governmental officials, non-governmental organization representatives and environmental law specialists attended the reception.

IFCE Program Specialist, Ms. Jiayi Zhang, gave the opening remark at the beginning of the reception. She welcomed all guests, and gave her special thanks to Beveridge & Diamond for sponsoring the event. Ms. Zhang introduced IFCE and its mission in bridging the United States and China and protecting China’s environment. Currently, China faces huge challenges in environmental protection. Meanwhile, China witnesses an industrial transformation with an increasing focus on sustainable development and clean technology production. Given emerging environmental crisis around the world, the U.S. and China, as the two largest economies, are responsible to collaborate and lead other countries to address the problems.

Mr. Samuel Mok, Managing Member of Condor International Advisors and IFCE adviser, gave a speech. He pointed how IFCE’s work in the past year efficiently contribute to China’s environment by providing technical solutions, policy recommendations and environmental education. He gave his best wishes to IFCE in the year of 2020.

Mr. Ted Ferris, Senior Counsel of the Institute for Governance & Sustainable Development gave the remark, discussing science, solutions and fast action in climate change. He pointed out that the planet is facing extreme climate change, imposing a great threat to human beings. Short-lived climate pollutants (SLCP), including Methane, HFCs, and black carbon, is important to consider when addressing the climate change issue. CO2 and SLCP mitigation together offer the best short-term and long-term solution to avoid climate warming. Mr. Ted Ferris emphasized how human beings cannot solve a fast-moving environmental problems with a slow-moving solution, and the ways for people to implement solutions is the most crucial topic for various stakeholders to discuss.

Dr. Yongjian Sun, Chairman of Nanjing Leading Environment Tech Company, also IFCE director talked about China’s water pollution treatment, progresses and challenges in the remark. He introduced China's water treatment development, current condition, and domestic investment categories by 2020. He proposed that the U.S. and China cooperate more on water treatment in the future.

Dr. Ming Yang, IFCE Board Director, delivered a speech. He concluded that over the last 30 years, the U.S. has supported China greatly in the fields of clean energy, land degradation and biodiversity conservation, including the promotion of energy-saving signs in the 1990s, the use of pit-head methane power generation technology, high-efficiency motor technology started around 2008, electric vehicle technology cooperation in recent years, and rural zero-carbon technology applications. Dr. Yang further pointed out that China still has great potential in environmental improvement under the support of the U.S. in the future.

Dr. Ping He, the president of IFCE, He talked about IFCE’s progress in proposing technical and policy recommendations to China in the last year. Concerning the issues of air pollution and smog control, Dr. He gave his insights given by his multiple visits and investigations in China's factories, corporations and governments. He suggested that various stakeholders are working together to address the smog issue, safeguard public health and guarantee economic developments. Dr. He also mentioned IFCE’s new year working plans, including holding “The Earth Day” Concert to commemorate the 50th Earth Day, and developing Antarctic Research Expedition camp for high school students. Dr. He expressed his appreciation to those who support IFCE in the past year: all board members, partners, faculty and interns. He wished IFCE contribute more in the new year.

Dr. Robert K. Dixon, the former Director of the Office of Strategic Programs of Department of Energy, talked about his experience in directing policy and analysis, and international outreach. He underlined the importance of international engagement and communications when tackling environmental problems. Then, Ms. Kathy Szmuszkovicz, the managing partner from Beveridge & Diamond, wished all guests have a great Chinese New Year, and expected to see more environmental cooperation around the world.
